① US suspends Russia sanctions and tariffs for review of up to 60 days
- President Trump signed an executive order waiving certain Russia-related sanctions and tariffs. Secretary of State Rubio said on October 17 that up to 60 days would be used to review the economic impact.
- The measures include sanctions on Russian goods and on countries that buy Russian oil and gas. They were originally scheduled to take effect the following week.
- Separately, the US agreed to expand supplies of Russian diesel. Trump said the initial volume would exceed 300,000 tonnes, with additional supplies to follow on a later schedule.

② Turkey secures some diesel under US-Russia supply agreement
- Turkey’s energy minister said on October 18 that the country would receive some diesel under the US-Russia supply agreement. The volume was not disclosed.
- Turkey imports energy from countries including Russia and Iran. Its domestic natural gas production was 3.1 billion cubic meters in 2025, compared with consumption of 59 billion cubic meters.
- The government plans to raise production at the Black Sea Sakarya gas field from 9.5 million cubic meters per day to 20 million using a first floating facility, then to 45 million with a second facility in 2028.

③ China proposes export controls on 12 solar manufacturing technologies
- China’s commerce ministry proposed adding 12 technologies used to manufacture solar equipment to its export control list. Reuters reported the proposal on October 18, after its announcement on October 16.
- The government cited national security, saying the technologies also have applications in aerospace and defense.
- The proposal concerns manufacturing technologies; it is not an announcement of a ban on exports of solar panels as a whole. It could also affect US companies’ plans to expand domestic production.

- At the board’s discretion, an additional 2% stake may be added each time the company’s valuation rises 50% above a reference point. The reference valuation has not been disclosed.
- The fund could support nonprofits, direct distributions to certain groups and initiatives addressing AI’s impact on workers. Anthropic said it would not be used for political funding or lobbying.
